As a Senior Partner at Fajardo Law Offices, he draws on a unique combined experience in the government and international organization, private sector, and private law practice to deliver strategic, holistic, and practical advice to clients. Prior to joining the firm, he spent several years in the government, where he primarily handled the review and negotiation of international finance contracts, such as foreign loan and grant agreements. He was seconded to the Board of Directors of the Asian Development Bank, serving as Director’s Advisor for Philippines, Maldives, Pakistan, Mongolia, Marshall Islands, Timor-Leste, and Kazakhstan, advising on various international development matters, such as energy security, climate finance, public infrastructure development, and private sector investments.

Earlier in his career, he was an Associate at Villaraza & Angangco Law Offices, where he handled corporate litigation matters, including an intra-corporate dispute in one of the country’s biggest hospitals, the first big antitrust case involving the largest Philippine telco company, and cases related to the world’s first cyberheist. He also taught Constitutional Law in Philippine Law School.

He holds a Master of Laws degree from New York University, where he was a Dean’s Graduate Scholar. He earned his Juris Doctor from the University of the Philippines, College of Law, graduating with the Dean’s Medal for Academic Excellence. He was also a member of the Order of the Purple Feather Honor Society.

He has published several legal works, including an encyclopedia entry on impeachment in the Max Planck Encyclopedia of Comparative Constitutional Law, as well as book chapters in the Handbook of Asian Parliaments (Routledge) and Proportionality in Asia (Cambridge University Press).
